John Sproule

John Sproule has been the Institute of Health Economics’ (IHE) Senior Policy Director since 2007 and leads the Institute’s Policy and Engagement programs. During his time at IHE John has been seconded (loaned) to work full time with the Alberta government in both the Ministers Office for 2012-13 and the Deputy Ministers Office for 2015-16. He has also worked part time in 2016-17 with Alberta Innovates Health Solutions (now Alberta Innovates) in support of provincial health innovation strategies.  Prior to joining the IHE he served as Vice-President of Strategic Planning and Community Engagement at Vancouver Coastal Health Authority in British Columbia. From 1998 to 2005 he worked with Merck Canada Ltd in health and industry policy planning (including secondment to Merck Sharpe & Dohme Australia). Before that John worked with the Alberta government from 1987 to 1998 as Director of the Office of the Deputy Minister of Health, directly involved with significant policy, organizational and legislative changes in the Alberta health system.

He has served on many federal/provincial committees in health and as a Board member with a number of health policy academic associations including the Canadian Health Economics Research Association, the Canadian Association for Population Therapeutics, the Canadian Association for Health Services and Policy Research, Health Technology Assessment International (host agency rep) and served as the Chair of the Pacific Northwest Economic Regional Health Care Working Group. He currently sits on the Justice Emmett Hall Foundation Board, Strategic Advisory Committee for the O’Brien Institute of Public Health, Care Opinion Implementation Advisory Committee, Univants for Health Care Excellence Advisory Committee, and a member of the Canadian Health Leaders Network Research Working Group.  He is an adjunct professor with the School of Public Health at the University of Alberta. In 2023, “in recognition of his long and distinguished career focused on improving health outcomes in Alberta and Canada”, he received the Queen Elizabeth II Platinum Jubilee medal.  

John has a Master of Public Management from the University of Alberta, and has worked as a national team coach with the Canadian Track and Field Association and is professional actor an artistic associate with Shadow Theatre Company.
